Is this possible? - Water in Photoshop

Hi, I'm a High School student that is fairly well-versed in photoshop. I am doing a project for a friend and I am wondering how to replicate the picture he gave me to emulate.

As you can probably figure, I do not want to actually put him water to take the picture. However, I was wondering if it is possible for me to take just a picture of my friend in the desired pose than edit the water into the picture. The main challenge is from the fact that the water continues on past the subject into the horizon. Does anyone have any helpful tips or ideas on how to create/edit the water with the reflection/lighting that fits around the subject?
