issue with pencil, brush and eraser tools offset on drawing tablet.

Im am attempting to use a drawing tablet (gaomon PD1161)  and the stylus works accurately through the whole progam when selecting tools and layers, and even when using tools like the marquee tool and the rectangle tool. However, when i try to use the pencil, eraser, lasso spot heal, etc. they all offset about an inch and a half as soon as a touch down on the pad. is this an error with photoshop? would it be my drivers?
