Also when transforming a layer  and resizing document before you commit the size change Photoshop may display a preview of what the resize will be like. Do not judge what you see in the preview as the quality the actual resize will be.

Could you please post screenshots taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible for both before- and after-resampling?

When ever you interpolate an image you loose some image quality. You are either throwing away details you have for an image or creating details you do not have for an image.  Large changes lose more image quality than small changes.  Interpolation up or down in size always lose some image quality no matter which interpolation method is used.  It is never a good idea to interpolate an image more than once.  If you plane to change layer document image layer sizes  before you do convert the image layer to a smart object layer. Any time you transform a smart object layer size the transform is an interpolation of the original image object.  The pixels rendered for the layer object are not changed. The layer pixels are interpolated from the object pixels.
