Issues with Color Picker

Help please. I'm trying to put a stroke around this image, but when I click on the color box to change the color, the color picker pops up and it won't let me pick a color from anywhere but the color picker. I want to use a color from the image itself. This is happening any time I want to choose a color (i.e. using fill, color adjustments in curves, etc.), it's not just when I'm trying to do a stroke.  Did I mess up a setting somewhere? This is a fairly recent problem and it's really annoying.  I'm on a PC if that makes a difference.
