Keyboard shortcuts not working in Photoshop 2020 Windows 10

Hey, thanks for taking the time to look at this with me.

Every since a reinstall of my Creative Cloud, all of my apps have been having issues with keyboard shortcuts. In some apps, overriding a shortcut with a manually configured one resolved the problem (for that specific shortcut, mind you), but with photoshop I've been having the issue that I can't even reconfigure any shortcuts.

 

System:
  Photoshop (latest version from CC)
  No apps that could be intercepting keyboard input
  Windows 10 Home (x64)
  Intel Core i7-7700k
  Gigabyte GeForce GTX 1060 (6G) - Factory Overclocked

I have tried every step on that post, booted into safe mode, shortcuts will still not work, reinstalled my entire creative cloud, did not work.
forcefully cleaning all adobe related files and reinstalling with creative cloud did not work.

I'm on windows so I can't install the "workaround tool".
shortcuts work fine on every app except on adobe.

 

the shortcuts are set, they just don't work
