Keyboard shortcuts stop working.

On Windows at least, keyboard shortcuts can stop working because of regional and language settings, if you have a physical keyboard that doesn't match system or application language. Then there are often multiple language combinations available in the system, and this is controlled by, wait for it, system keyboard shortcuts.

If you accidentally change the language combo, keyboard shortcuts in Photoshop stop working or get all mixed up.

In Windows you can disable these system keyboard shortcuts, and that has solved the issue for me (I have English OS/PS, but Norwegian keyboard). In addition, I keep a language icon in the systray on the taskbar just to have a visual check.

It also happens that other apps/utilities hijack shortcuts. NVidia gaming components are notorious for this. Don't install them.

Hi, have you tried to reset Photoshop preferences? To restore preferences quickly using a keyboard shortcut: Press and hold Alt + Control + Shift (Windows) or Option + Command + Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings.
