Lag switching between tools when using keyboard shortcuts

Question

Been experiencing up to a half second lag when switching between tools via keyboard shortcuts, causing much frustration and mistakes when drawing. Been happening off and on for over a year. Restarting photoshop and restarting the computer don't fix the problem, but it does randomly start working correctly after a few days, just as it comes back just as mysteriously.

Using Photoshop 24.0.0 on a 3.6 GHz 10-Core Intel Core i9 iMac running Ventura 13.0
Photoshop set to use 41141 MB (70%)

Is there a way you can log into another account on your computer? Something like a guest account, with none of your usual background processes running? If you can test this problem in that environment, you'd be able to see if any of your background apps are interfering with it. Same with externally connected peripherals. By disconnecting them and testing you can determine if there's a problem being caused by USB (that happens, sometimes).
