Laggy ALT button when using clone/healing in windows 10

I have a major problem using photoshop. Anytime I want to pick a sample (by pressing alt) for clone/healing brush it takes a good 2 second to get access to sampling tool. I am not talking about healing brush being slow, rather when you press ALT button for any purpose in photoshop (2020) it takes second before it functions. this is specially annoying when you use healing brush. 
I am on a beast PC (AMD threadripper 3960x and RTX 2080 and 64gb ram). Photoshop/windows/gpu driver are all uptodate. 

I did major research to fix this problem and the only close enough answer was this due to windows menu activation when you press alt button. But I happen to see that much weaker pc laptops that worked perfectly. 

 

I do appreciate any real help from you guys. I should mention that this problem is carried over from PS 2018 and it's not specific to PS 2020.

Sorry to hear about the lag when selecting a source using the ALT key in Photoshop. Would you mind sharing the text from the Help > System Info menu here? It would be helpful for us to analyze that information in order to resolve the issue.
