I want to ask about the specs requirement of a laptop to have a best performance of photoshop, indesign and illustrator. My budget is around 1200$ but i want to know what photoshop needed to perform in the best state without laggy. Other than Apple brand, what usually the staff use to make adobe works. thank you

These are only minimum requirements.  Keep in mind you will need much more memory (physical and RAM) to support Windows plus all your other software including Bridge, Camera Raw, Creative Cloud, etc...

With the best workstation you can buy. If you set  a wet bush spacing to 1% and its tip a large size you will see lag.   For $1200 you may be able to get a Laptop you can install all that software on.  However these are resource hungry application and if you try to work on document with large canvases with many layers  I would not expect that there would be glut of resources  these applications would need for optimize performance.
