Lasso Function Freezing after Action

I'm using Photoshop 24.6.0 and I created an action to whiten teeth, and once I use the action I am unable to use the lasso tool. Prior to using the action I can use the lasso with no trouble at all, but after I use the action if I try to use the lasso photoshop freezes up, and I have to force quit. 

I have tried to: 

Save photo before using action

Deleting action and recreating it

Power cycling my computer
