Latest version Photoshop CC crashes on open

Here is the error log from my Win 10 64 event viewer :

How do I solve and get back to using PS CC ?

    Updated PS CC to latest version () and still get crash on start up.  Evwent viewer error log (Win 10 64 Pro):

    Thank you again for the prompt reply.  Ant suggestions of where to go from here ?

    Should I use CC app to uninstall, use the cleanup exe to remove remnants and then reinstall ?   Assue I do not have to do an unregister before the uninstall.  Hope this does not hose up the CS6 standalone that I have and have been using since the crash of CC.

    AGM.DLL is Adobe Graphic manager.  Make sure you Display adapter's Device Driver install into you OS is up to date.

    Thank you so much for your quick reply.

    Checked the version number of AGM.dll in the PS CC 2018 folder and it is 4.30.87.39705

    Strangely, my Lightroom Classic is working well with AGM.dll in the LR Classic folder and it is 4.30.60.36125 and

    Strangely, my Photoshop CS6 is working well with AGM.dll in the PS CS6 folder and it is 4.26.2020743.

    Tried to have Win10 update the NVidea GeForce 310 video card driver and an internet search results in "you have the latest driver installed".

    Can a downlevel AGM.dll from PS CC before my last update to PS CC possibly get PS CC 2018 to not crash ?  or do I have to somehow remove the last PS CC 2018 update to get it working again ?
