layer overlay not showing

I'm using Photoshop 25.6.0 and when I try and create a layer with an overlay I don't see the colour selected

 

Blend mode is normal and opacity is set to 100%

    Check your eyedropper settings in the options bar. Try setting the sample to 'Current and Below' to avoid the colour selection being impacted by and adjustment layers above the layer being painted. Also check the sample size of eye dropper selection - if it is too large it may be averaging a wider area than you are trying to select.

    Note - these eyedropper settings affect the brush when making a selction with Alt/Option.
