It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  

Thanks for your suggestions. Unfortunately, none of that helped fix the issue.

Windows 11, Photoshop 24.4.1 I do not see any problem to resize layer using handles when Show Transform Controls is checked in the Options bar and layer with content selected in the Layers panel. Everything works as expected, dragging any handle does not move layer but rather scales it as it should.

Try reseting preferences if problem persist, manual method is recommended so you can drag folder back https://helpx.adobe.com/photoshop/using/preferences.html

Click the desired layer in the Layers Panel and select the Move Tool (V) to resize it in Photoshop. Now scale your layer by clicking and dragging the transform box handles. Holding Shift when scaling also locks the layer's aspect ratio.
