Letters on keyboard switch between tool shortcuts and menu bar

When I'm using Photoshop, I like to use shortcuts for common tools; for example, "L" for lasso, and "H" for hand tool. The problem I am experiencing is that instead of leading me to the hand tool, sometimes (every other time I hit H) it leads me to the "Help" menu instead! The same thing happens when I hit the L key. It opens up a menu instead. It seems like it switches back and fourth between menus and tools each time I hit the shortcut key. Is this a setting?

If your menu has a line under the first letter of each drop down, you would have had to hit the alt key before pressing another key for a short cut. Simply press the alt key again.

It sounds like you have the Alt key pressed. Are you using a graphics tablet, by any chance?

Nope, I'm using a desktop computer. Do you mean it seems like I am holding the alt key? I'm not doing that, but maybe I just need to click it to switch some setting?
