Levels adjustment not working

I am working on creating a star background for a poster, and the Levels adjustments are not working. They display just fine in the preview window, but do not apply when I click OK. Image>Adjustments>Levels is the path I am following. I have tried resetting Preferences, updating to most recent version, and reinstalling - nothing has worked. Please help ASAP, this project is time sensitive.
