Since a recent upgrade to Adobe Photoshop CC 2018, the brush tool in the Liquify filter no longer works.  The face-aware slider do work, however.  Are the brush and face-aware tools mutually exclusive?

    Here are screen shots:

Looks like in your screenshot you have the Smooth Tool selected.

    Try the Forward Warp Tool.

Do you mean the brush tool is greyed out and unavailable, or is available but has no effect?

What are the settings in Brush Tool Options?

The brush tool is not grey out, it just has no effect.  I can change the brush size and the rate and opacity sliders but no size works.  I am currently trying a brush size of 35 on some low res images.

It's the Pressure slider that you need to check.  Make sure it is all the way up at 100.

You could paste a screen shot of the Liquify UI here, or it might be more useful to paste your Photoshop UI showing the full screen with the Layers panel, and the layer you are using Liquify on selected.
