Liquify tool not work as expect

Hey guys. I have an issue when using the liquify tool in Photoshop. Applying liquify on a layer mask didn't give the same result as the liquify I created earlier. Please watch the attached video for details. Can anyone who has encountered an issue like this give me some information?
