loading neural filters under windows 10 in PS v 22.3 stops every time after a few MB's

After enthausiastic looking all that nice videos about the new neural filters in Photoshop, I was very disappointed after 3 days trying to test these new filters, because every filter starts to load and then stops after a few MB loading... I have been searching and reading about this problem, but untill now I couldn't find a solution. Please can you help me?
