Location of downloaded .atn action

I downloaded the free Jigsaw Puzzle action from the Adobe Exchange.

When I try to load the action into Photoshop.Photoshop can't find the file. I would like to know where my "Download folder" is located.I'm told I can unzip the zip package.But I cannot find any such zip folder anywhere on my computer.

I don't want to jump through hoops to repair the CC app. I've been down that road before. I Wound up with corrupt programs and had to reinstall everything.If I can't access the file easily.Install it manually. Then I'll pass, I don't need the action all that much.

Thanks for any help with this.

    Since there is a possibility there's some higher level of integration provided by the Exchange portal, did you look at the bottom of your Actions panel in Photoshop to see if maybe it was auto-installed?  Scroll all the way to the bottom; new actions show up at the bottom.

    Your downloads folder is a standard Windows or Mac folder, shown in Explorer (Windows) or Finder (Mac). What do you see there?

    Thats just it. Nothing. I have a number of zip files there. Not that one. So I assumed there was a creative cloud downloads folder somewhere.If there isn't. I don't know why Adobe thinks it sent me the file.
