"Lock Workspace" Still allows panels to be resized ?

Am I misunderstanding what "Lock Workspace" is supposed to accomplish? With it set, I can still resize the side panels of my UI which continues to be a pain in the bum when painting. I would really appreciate the "Lock" option making the UI completely untouchable 😕😕

According to this article

Adobe Photoshop workspace basics

Use the Lock Workspace option to prevent accidentally moving workspace panels, particularly when you’re using Photoshop on a tablet/stylus. To access this option, choose Window > Workspace > Lock Workspace.

I somewhat expected it to lock the size of the panels themselves - Sure I can't MOVE them around, but I can still make a mess of the UI quite easily :/
