Locked Layer Still Moves

I have a background layer that is completely locked and will still move if I am moving or copying another smaller layer above it with my mouse/pad. Yes, the layer is completely locked.

I have the same issue. I have the 'background' layer locked and try to move some lines, but when miss clicked the layer behind moves. Is there another locked function I'm missing?

In addition. I seems to happen when alt-move (to copy).

Please post a screenshot of Photoshop including the layers panel.

I have this exact problem and it became so much of a headache that I literally stopped using Photoshop and exclusively started working on Illustrator.

Can you show us your layers panel? It should not be possible.

That is not possible the background layer is the bottom layer and is canvas size for it does not support transparency. Its position can not move.   Canvas size can change a document canvas size so the background layer composition can be altered.  Are you sure its a the background layer not a normal layer with the name Background.
