Hi

While it's possible to remove the paint, there's nothing to reveal underneath.

Is that JPEG image? If yes then you can not simply reveal what is beneath because there isn't anything. Whatever was beneath is thrown away and replaced with what we see at the moment. JPEG is not keeping original data, JPEG does not support layering either so there isn't hope that you can reveal what was there before painting replaced it.

    You can easily remove the red paint marks with the Clone Stamp Tool but you will need to reset the text where it is under the red paint.
