If your logo design is simple you can use either Ai or Ps. If you choose to use  Photoshop use its vector features and tools to create your logo with Shape and text layers.   Ai can be use to create vector .svg logo files that can be placed in Photoshop documents as vector smart Object.  You need to be careful in Photoshop however with Placed Ai logos in Photoshop the logo layer does not contain any vectors, It will only scale well if you keep your document  a layer document that has the Placed vector Ai logo object.  The layer's object file need to be reprocessed to scale the logo well during a resize or transform.

As your intention is commercial, then I strongly urge you to get with Illustrator. The basis of Illustrator is creating shapes using paths which are scalable without losing sharpness. This is crucial in commercial logo design - you may need your logo to appear sharp on anything from a business card right up to a 10 metre long exhibition banner. Photoshop is a 'raster' program, in other words it works on pixels of colour. When you expand the size of a raster image (i.e. a photo) it pixelates and loses sharpness (or 'resolution' as it's commonly referred to). If you design your logo in Photoshop it is essentially a photo. You can use vector paths in Photoshop as well, however Illustrator's default creation route is via vectors so that's why it's best for logo design.

Have a read of this...it covers the basics pretty well....
