Looking for a program (app) to measure Architectural drawings on PDF form

I am an estimator and some one showed me about a year ago a program on their computer that was able to  take measurements directly on an Architectural drawing converted on a PDF form. It takes in account the scale of the drawing.

This would be a great tool for my job. I can be more productive.

Can some one direct me the right way?

    Is there anything for free? (since I don't have the company's approval to buy anything) Or something real cheap? I will be using it every day on most drawing I revise. And I only need a general software to take measurements from the PDF drawings. Not for estimating. Which the company uses their own.

    Need a more specific brief to give you  the most suitable solution for your needs:

    • Budget
    • Frequency of using the software
    • Need general software or specialized
