Looking for suggestion for laptop with photoshop already installed

As Jim said, Photoshop does not come preinstalled. You need to purchase a plan. The photography plan (annual) is payable monthly or in a lump sum.

In short: if you find such a thing, it's a scam, with 100% certainty (but I'm sure someone will try to pass it off as legit).

Buy the laptop, then get the license. The photography plan is only $10 a month.

It's unlikely that you will find such a thing. Photoshop is now marketed as a subscription only program. The subscription has to be associated with an individual's Adobe ID and password, and arrangements for payment of the subscription fee must be in place. So it's something that would have to be taken care of after the laptop is purchased.
