Low resolution image pixelated

I have an advertisement jpg image sent to me by a client that is clearly low resolution (almost like they copied it down from the internet). I have been asked to take out some of the text and a logo on the image but can't figure out if there is a way to make the image sharper so I can do an image trace and remove certain parts of the ad. I can't simply highlight any of the text because they are not clear letters. I do have Enable Preserve Details 2.0 checked in preferences. I have watched a ton of youtube videos on this subject over the past few days and am stuck. 

 

I am using Photoshop 2020 v21.1.2 on a PC. I also have Illustrator 2020 v24.1.2.

What do you mean exactly?`

 

And asking for advice about editing specific images but not showing them is often pretty close to pointless …

I'm sorry. I can't show the image because it's a clients advertisement and hasn't been released yet. 

 

See the image I've attached and image that I need to remove the Hyundai logo and the wording but it's a low resolution photo and very pixelated. Is there way to clean the image up?
