lr files not opening as smart object layers in photoshop

Trying to open multiple files selected in Lightroom (12.5) in Photoshop (24.7.0) as smart object layers by selecting "Open as smart object layers in PS" however only the first file appears in PS. If I attempt same files but select "Open as layers in PS", the files load correctly as layers in PS. 

I do have the current PS Beta version also installed, and same behaviour there.  Any one else experiencing this?  Any clues to what may be happening?

this bug has been asked about hundreds of times over the past few weeks. Try searching before you post.

Found the problem exists/occurs when using menu bar, selecting Photo > Edit in > Open as smart object layers.

If I select image files, and right click to pull up and access 'Edit in' all the selected files open as smart object layers in PS.  Perhaps a bug??
