Mac OS (Ventura) no longer offers Photoshop as an option to open an image file in finder from a right clidk

It's only visible for a psd file

Find a tif, any tif and mouse select it. Press Command-I(letter eye)and info panel will appear. At bottom is a section that says "Open with" and choose the Photoshop version you want to use. A tab will appear that says "Change All", yes.

Do this for all file types you wish to be able to double-click to open in the Finder.

@Barry Rudick thats what the OP is trying to do. Using Get Info or right-clicking gives you the same sub menu and options. PS was not listed so you need to go to Other to show it.
