Major Brush lag on the Surface Pro 6

I don't know if it's a hardware-specific issue or what but Photoshop hasn't been working on my surface pro 6 at all. I'm really interested in drawing with photoshop but the brushes lag so badly that I'm unable to do much of anything. My computer has an i5 processor and 8gb of ram. I've looked on the internet but nothing works if anyone has any suggestions it'd be much appreciated because clip studio works fine so I don't know why photoshop is having so much trouble.
