Major delays on PS 2023 OSX Ventura when copying/pasting image data from clipboard

Photoshop is beachballing 5 seconds (or more) every time i copy to/paste from the clipboard since updating my OSX to ventura. This is not happening when I duplicate layers, only when using the clipboard.

To update you on what I tried:
❌ Rebooting everything
❌ Disable Graphics Processor
❌ Delete & reinstall PS
❌ Copy/paste test with just a small file and no other apps open
❌ Open PS with cmd-shift-option to delete preferences

❌ @adobecare on twitter sent me this link https://adobe.ly/3Q2wuI9 and though ventura's control panel is organized differently now i think i gave PS all the permissions and the issue is still happening

any ideas? I'll try anything i'm going mad.

What version of Photoshop are you using? The Adobe Creative Cloud app allows for the simultaneous installation of multiple versions of Photoshop. Try a different version and see if the problem persists. This is not necessarily a solution. Just trying to help isolate the problem.

I encounter the same issue with Photoshop 2023 on MacOS Monterey (12.6.6).

Manually enabling full disk access did not resolve the issue.

 

I have since downgraded.

This problem does not occur with Photoshop 2022, which runs very smoothly.

 

Specs:

MacBook Pro (16-inch 2019)

Memory: 64GB

Processor: 2.4GHz 8-core Intel Core i9

Any real fixes for this? It seems to still be happening in Photohop 2023 (24.71) on macOS Sonoma. Spinning beachball on copy or copy merged, and again on paste. I'm on a MacBook Pro M2 Max with 64GB of RAM, and it's so jarring, because everything else I do on this machine is lightning fast.

YES I went back a version of PS and it's not having the issue. FOR NOW.

I spoke too soon, the issue has returned. I tried remote screen sharing support and they tried to give all sorts of admin permissions to adobe library folders and then restart my computer, but that didn't fix it. I tried reinstalling PS again, that didn't fix it. 

The most frustrating thing is that it's not happening when I copy/paste clipboard in InDesign or Illustrator. Something particular in Ventura & Photoshop is causing this.

RESOLVED. 
My mistake — I blame the massive change in the way OSX Ventura System Settings are organized — I missed the "full disk access" tab and had only enabled folder access.  I think enabling "full disk access" resolved the issue, as the support on twitter suggested.
