Major issues with Photoshop ver 24.6 - shortcuts on left of screen replaced by dots

My left hand shortcut menu has gone missing and is largely replaced by dots.  Occasionally it opens ok, but more often than not, this is what I see.  I have tried a fresh PS install, as well as resetting the workspace, but nothing seems to work.  Any help would be greatly appreciated.

I have the exact same problem when launching Photoshop. Started a few days ago,  every default tool on the toolbar displays as a dot. However, tools still appear to be functional and when right clicked does display the 'hidden' tools. The only way that I can get the toolbar to display correctly is to reboot my pc and launch PS immediately after the reboot is done before launching any other app. I'm running PS 24.6 on windows 10 64-bit

16 months and all relevant PS updates later and this is still an issue for me. Does nobody have any idea what is causing  this and how it can be fixed?

If you still face the issue after the app update, try resetting the preferences manually from here, and before doing so, take a backup.

Yep, tried that.  Problem (and numerous others) persists, including unexplained crashes - 2023 versions seem incredibly buggy.  So much so that I have spent this morning looking at PS alternatives and am after a decade thinking of cancelling my CC subscription!

Is there a stage to reproduce that?
Did you try, go to Preference - Tech Preview - Deactive Native Canvas?
