Make Photo in to a Circle Shape (Psychedelic)

you can try the Filter> Distort> Polar Coordinates.

it is the same filter the the artist who does this artwork in the opening of photoshop cc2017 and there a vedios on youtube for Amr Elshamy how he did it.

You can do it by hand

Just select object you want to rotate (head) and move into a new layer (CTRL+J)

Use CTRL+J again to make first copy of your object

Use CTRL + T command to Free Transform your object (head).

Move anchor point (registration point) down to set registartion point for rotation and then rotate object you need

Use CTRL+J again to make a new one copy of your object

Finlly use CTRL+Shift+T to repeat your previous rotation

CTRL+J - to copy again

CTRL+Shift_T to transform again

repeat this..

You can use better angle or point of origin
