Making Ps23 look/act like an older version.

Ps23 is confusing to plder users. Is there a "skin" etc. that makes it behave like, say, Ps7?

But you could create a workspace that shows only the tools and panels that you want to see.

Just arrange the panels where you want them, you can turn them on and off in the Window menu.

Then you can use Edit - Toolbar to show only those tools you want to see.

Finally, go to Window - Workspace - New Workspace and give your new personal workspace a name.

In addition to what Dave said, I think Photoshop 7 had floating windows. If memory serves me well, tabbed windows for documents were introduced somewhere around CS3 or so.

Go to Window > Arrange > Float All in Windows

Also, there was a name change. In Photoshop 7 they were called panes, but when Adobe bought Macromedia, they were renamed panels. They are the same thing except for the name.

In Edit > Preferences > Interface, you can select a lighter color to look more like PS7

The shortcuts for Channels were changed in CS4. Ctrl+1 is now 100% zoom instead of the red channel. The shortcuts for Undo were changed a couple of versions ago. Ctrl+Z is now multiple undos. Both can be set back to the way they used to be (legacy) in Edit > Keyboard Shortcuts.
