Mask Issues (3)

Hello this time I'm having another issue with masking. I don't understand why the line is appearing through the characters arm when the character is at the top of the layer? 

At first I thought you could just draw on a layer and put it above for one object to appear above another but this didn't work. So I masked the character and reordered the layer but this still hasn't worked.
