Masks & Folders grayed out in layer panel. Cannot select multiple layers.

I believe they're all related. See screenshot. The mask tool and group tool are grayed out and can't be clicked. I also cannot multiple-select layers with either shift or ctrl. I checked multiple projects and photoshop is doing this in all of them, even a brand new one. Screenshot is the view in a new, empty project. Using Windows 10.
