Menu options grayed out, can't edit photos

Pretty much all menu options  - Edit, Image, Layer, Filters, etc - and docking buttons - Adjustments -  on my latest install of Photoshop are grayed out. I can't do anything with an image except duplicate and move layers around, crop and save an image. I've tried several different photos, including previously edited PSDs, JPGs, ARWs, TIFFs, and have the same problem with all of them.

Due to a recent system crash that required the reinstall of Windows 10, this is a "right out of the box" copy of Photoshop, with none of my previous settings, preferences etc saved.

This is a new one for me, I'm not sure what to do about it. Any help is appreciated.

Windows 10 home up to date (clean install), Photoshop 20.01 just downloaded, standard Dell XPS desktop with 12gb RAM, SSD boot, two SATA drives for photos and Lightroom (Lightroom works fine, BTW).

This crazy issue also occurs when simply starting Photoshop CC 2019 and opening an image for editing.  Almost all edit, image and layer menu options are grayed out. Insane!

just open images for editing all grayed Adobe = garbage !!
