Menus jumping to the left [2016] [CS6, windows 10]

When I click on a menu in photoshop (CS6, windows 10), The menu drops down as normal.  But when I move my mouse down to select one of the menuitems, the menu to the left of it drops down instead.  No other application on my PC does this.

It makes photoshop essentially unusable.  In fact, I was going to provide the revision number, but.... think about it... I can't.  When click on the Help dropdown it jumps the selection to the Window menu.

Hello, for your version CS6 and Windows 10 I think that CS6 is not fully compatible. I'll check.
Firstly, you should reset the preferences to 0 as indicated on the link.
For people with CC versions, if resetting preferences does not work, you must reinstall.
Here is the link of Creative Cloud cleaner to remove all the elements and make a clean reinstall.

March 2020,

Exact same issue has recently started for me, Photoshop CC 2020, main menu dropdowns jumping to a different dropdown to the left when moving the pointer down into the dropdown, pointer stays in correct/same place on the screen. The only way to navigate the dropdowns is with the arrow and return keys. Searched the forums but found no solutions, guess it's not a common issue. I pay a subscription for Photoshop CC, not done before but I guess I need to submit a bug report somehow...
