merging photos [When I go to drag the photo, it moves the whole page not just the picture.]

I am trying to merge photos in PS cc but every thing on youtube says to "drop" the photo onto each other, but that is not working for me.  When I go to drag the photo, it moves the whole page not just the picture.  Any help appreciated!

    Sounds like you drag by clicking on the edge. Select the 'Move Tool' and click inside the picture, keep holding the mouse down and drag the picture to the other one.
