Otherwise i dont see why photoshop allows you to edit videos.
Rotoscoping is a very specific aspect of video editing/animation.
Who recommended using Photoshop for that task to you and do you really not see what else people might do with videos (simple cutting or color editing for example)?
If you insist on using Photoshop for this maybe you should consider using Frame Animation for some sequences, creating a Group per Frame in which you could then combine plain pixel Layers and instances of Smart Objects, which might make reshaping repeating elements (via Warp, Puppet Warp etc.) easier.
I still not recommend doing this in Photoshop but in Photoshop certain things may be easier done in Frame Animation than in Timeline Animation.
Puppet Warp isn’t even Timeline-animatable in Photoshop.
In the screenshot every Group relates to one Frame – again, this is not a truly great approach, but for certain things it might suffice if one wants to stick with Photoshop instead of using more appropriate programs.
