Missing Libraries

I recently purchased a new PC with Windows 10.  I successfully moved PS & LR ( I am a subscriber) to my new computer.  My problem is the Libraries tab appears on the right hand side of PS but there is nothing below it ie.  search box, options to add to Libraries.  
When I go into my Creative Cloud account all of my previous assets are there. How do I have them show up it in PS? Thanks.

It sounds like your PS is not connected to the same account as your libraries in the cloud. Confirm that first.

check the email listed under the Help menu. See if it matches the account online.
