missing toolbar

hi, I have a problem with photoshop that 
I've been trying to solve for the other day, the ruler from
 which the bars extend has disappeared out of nowhere from
 the hard upper left corner, (ctrl + R) doesn't work, nor does it 
find another solution, reinstalling doesn't work either. And one more thing,
 the function on the right side of the bar for editing text, font height, size, etc. 
has disappeared. please advise, I'm already done with it

    Hello!
    I'll probably have to ask for a screenshot at this point but have you tried all the usual?


    *Hitting TAB to switch between full screen and normal (you can also try hitting F repeatedly, it's all the other modes you can access)

    *Reseting your workspace (reset to "essentials", if in doubt, mine will look different than yours, I have my own workspaces saved)

     

    *Made sure you only have one screen activated on your computer (this screenshot for a PC)

    it's because sometimes when you forget to deactivate a screen, the panels may have wandered off elwewhere and you won't see them

     

     

    There are probably many other solutions to the problem but it's best we see what's going on with a screenshot.

    OK, first, I thought you had lost bits of your UI, it was not the case, so none of the previous will work.

    Check if you can show the character panel by going to window>character as shown in my screenshot.

    As for many problems with Photoshop, it may come with a problem with the GPU, make sure your divers are up to date.

    for the rulers, you can also actiavte them by going through the menu

    see if it helps, maybe it's just a shortcut issue.

     

    if it doesn't work, can you post a screenshot of your performance window in preferences
    Edit>preference>performance
    also a screenshot of the view drop down menu will help (the same one as I just posted)
