Correct answer JJMack

I have an CEP Panel extension and its works at 100%. I'm looking for a solution to get the button from the CEP panel  to the Action palette, if it exists.

"It" does not exist and I do not think that, that "It"  will ever exist on planet Earth. Even if Adobe overalls Photoshop Action Feature and palette I do not believe they would add a user buttons to the Actions Palette UI.

Even better than opening images, you can use Bridge and apply an action through the image processor on selected images...

Actualy you do not need to use bridge to have Image Processor process open documents.  The thing is the op want to do is play an action on all open documents the OP did not state they wanted to save file in the action  the image process will save file even if the action does not the Image process design is to save files.   Not  to only play actions including a action is only an option not a requirement even. The image processor is a file saver.  Not an action player.    Automate Batch can be just an action player.   Image Processor can not be.

Hello, I doubt it, but could you elaborate about which panel you have in mind? Usually, scripts adds entries in menus, not in the existing panels.
