Mojave Parental Control issue

Hello,

I'm facing an issue. I have a iMac set with two different accounts, one with admin privileges  and one with parental control enabled and limited apps access. Both accounts are without access to internet in special cases I can enable It, but by default It supposed to be disabled.

I'm running Mojave 10.14.2 and Photoshop CC 2018 19.1.7 which was installed via admin account and I enabled access to it for user and I also add Photoshop to Accessibility.

First run was smooth, but after restart or shutting down I was unable to make it running back again.

I get error message that Photoshop quit unexpectedly and that I don't have permission to use "AdobeCRDaemon" and even If I go for always allow, I am unable to make it run and in /var/log/system.log I get this.

Could anyone help me with this case?
