Most every new PS update I loose layer save to library function, have to revert to get back?

I keep loosing my capability to save a layer to my library in Photoshop. Latest update (2023 version) same problem. Had to revert back to second to latest update (2022 last). Why does this keep happening?

I'm using a MacBook Pro 14 2022 with MacOS Ventura 13.0.

My libraries show and I can access them, I just can't add new layers items to it.
