Most recent update of Photoshop freezes when creating "NEW" files

My version of Photoshop is the most current. The application seems to work on existing files. However, when attempting to create a "new" file, the program freezes. Taskmanager reports 0% CPU usage. This happens whether creating new after successfully working with an existing file OR beginning PS use by clicking on File/New. To exit, I must kill the program in TaskManager. Windows 10, fully updated.

Would you mind sharing the details of the version of Photoshop you are using as suggested by Bojan along with a few details of the computer you are using like the amount of RAM you have on the computer? Also, did the issue start recently after this latest update to Photoshop or did the version work fine for you for a while?

The directions for finding the prefs file on that page did not work for me on Win 10 Pro with PS 2019. However, using the directions for Win 7, I was able to locate the correct file and deleted it. That DID seem to work and I can now create a new document.

I am on same OS with latest and greates Photoshop and File > New work as expected. Try to reset refrences or post Help > System Info so someone may be able to figure out problematic spot.
