Mouse pointer does not automatically point to default dialog button

This probably happens in Adobe programs other than Photoshop, but Photoshop is the one I use most. I can't find the answer to my question in the FAQ or through any number of searches here or in Google.

In Windows (my version is currently 10), you can modify Mouse Properties to automatically "Snap To" the default button in a dialog box - like "Do you want to save changes?" | "Save" (button), for example. This is very convenient, for me anyway, and many Windows programs honor this setting. As far as I know, none of the Photoshop versions I've worked with going back to CS2 will Snap To this way.

There are exactly one billion ways to customize interaction behavior in Photoshop, but I can't find "Snap To" anywhere. Does anyone know how to set this?

It should work in photoshop, but only in operating system supplied dialogs.

Those would be dialogs like File>Open and File>Save As​.
