Move Tool Not Staying Selected

I just updated my version of Photoshop (23.4.1) on Windows 10 and I'm having an issue with the move tool.

 

In the past I could use the rectangular marquee tool and draw a selection. Then, with a shape layer selected, I could press "V" and select the move tool and, using the alignment tools at the top, have the shape layer center itself within the box I had drawn with the marquee tool.

 

But here's the issue... When I press "V" it just reverts back to the marquee tool. I have to actually press and hold "V" in order to keep the move tool selected. If I use my mouse and click on the move tool icon, it will stay selected. But if I just press "V" once, it goes back to the marquee tool.

 

I've never experience this when updating in the past. Is this a new "feature" in the updated version? If so, how do I revert to the legacy setting?

Is Photoshop > Preferences > Tools > Spring-loaded Tool Shortcuts checked?
