Move Tool Only works after Scaling?!?

Question

Having some crazy issues with The move tool in photoshop 21.1.2 Lets say I add a layer and draw a circle or use the text tool and create some text... I am unable to move the object with the move tool. I have deleted photoshop preferences, reset the tool, verified that the layer was not locked, tried checking and unchecking the auto select layer box. Now I noticed that if I scaled the object - then it will let me move it! Any suggestions?

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?

And are you sure you properly reset the Preferences?
