Moved items snap back to original position

Running Photoshop 21.1.2 on. spanking new Mackbook Pro 16 inch. I have noticed an incredibly annoying issue that seems to have cropped up. I click on the MOVE TOOL and then select an item. I drag that item to a new position and it immediately snaps back to its original position after I let go of it with the mouse. Happens also when using the Shift tool to constrain the movement of the time. Incredibly frustrating.

Otherwise what have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Yes, and there are just "hey, me too" comments and no solutions. Restored everything and still no go.

Some of the threads seem to feature a »correct answer« so I assumed there must have been solutions. 

But a similar issue can have different causes … 

 

What have you done for trouble-shooting so far? 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
