Moving layers - cursor randomly grabs other layers to move instead

When trying to move layer(s), the cursor randomly grabs and move other layer(s) instead.

Never seen this happen in years of using photoshop. This problem started when I switched from a more expensive monthly plan, Photoshop CC 100gig ($34.28/mon) to the Photo plan with Photoshop CC 10gig ($10.88/mon).  IS that the reason or do I have some other technical issue?? PLEASE PLEASE HELP
